Improved tank panel

Improves the tank panel:
1) Adds a copyable list of tanks at the top of the screen when the filter panel is expanded
2) Removes the buttons for buying slots and restoring tanks from the carousel [Idea from Volkenstein S.S.]
3) Removes the tank special offer from the carousel
4) Makes the tank panel two-level. It should not slow down with a large number of tanks, but in the opposite case, use the filter [Implementation from Endg4me_]
5) Adds statistics display for the selected tank to the filter panel [Idea from Endg4me_]
6) Adds the ability to select a random tank based on the filter [Implementation from Endg4me_]
